Ok, I have to clean up a mistake. It was a few nights ago when I wrote out what RICD meant. Since it was 12:30 am and I was too lazy to walk back to my room on the 4th floor (I was on the 5th floor to get reception for the wireless internet) to check the correct title, I winged it. And of course I got it totally wrong and got called on it. The correct title is Rajanagarindra Institute for Child Development. Rajanogarindra is the king's sister, Princess Galyani who passed away last year.
